Request to the City Commission to Opt-Out

This is what is on the bottom of your i-PERL Smart Water Meter.

By inquiry to the FCC, I have found out that the device is considered an unintentional radiator as well as an incidental radiator subject to Part 15 of the FCC Rules. This device requires a self-declared equipment authorization and, under the terms of this “Suppliers Declaration of Conformity” class of authorization does not require an FCC ID.

The interference issue is discussed in the following Public Comments to the Boynton Beach City Commission for fee free self read Opt-Out of the Xylem Sensus Smart Water Meter and Smart Point Radio, that every resident of Crystal Key should be entitled to. If you note problems with the usage reported on your water bill, it may be due to interference.

I did receive a visit from the City Utilities Department on July 7th and they came out in response to my Letter below and installed a very nice mechanical water meter for me. We have yet to see about the monthly fee.

Here is the patent for the magnetic meter. It does generate low levels of electric current used to measure the flow. The higher the flow, the higher the current which I have unverified information that is on the order of 0.3 millivolts for a full residential flow, but who knows what, when there is interference. To put that in perspective, the human brain operates over a range of 100 millivolts.

We have heard back from the FCC on the requirement for the Rule 15 note to be in the Users Manual. They say not, and provide the Rule:

However, we have replied to them that the statement on the bottom of the water meter is not in a conspicuous location. However, this becomes a subjective matter and they will do what they want. We will see and let you know.
